Export Administration Regulations
US regulations administered by the Commerce Department that control the export of dual-use items, including encryption software and certain technical data. Companies must classify their products against the Commerce Control List and may need licenses to ship them to particular countries or parties. EAR is the reason cryptographic software historically faced export restrictions and still requires classification review.
